The LH+ variant pushes the SFP992 single-mode range to 30-70 km on 1000BASE-ZX, doubling the 40 km ceiling of the LH transceiver, but it needs at least 8 dB of link attenuation, so it is unsuitable for short or even mid-range fiber runs. Specify it only when the actual span falls inside its 30-70 km window; below 30 km the transmitter can overdrive the receiver, so the LH or LD+ variant is the correct choice instead. For links longer than 70 km, the ELH variant in the same family extends the reach further.
