The OT160E03CP covers the lower end of the manual change-over range — a 3-pole choice where the neutral stays solidly connected. Its 8 kA Icw is a fraction of the larger frames' rating, because fault levels at a 160 A branch circuit are typically much lower than at a 1000 A+ incomer.
